The primary target group characteristics are:

A. Incarcerated offenders classified as minimum custody inmates, with 6 to
22 months remaining until their projected release date.

B. Each assigned inmate will have been determined to have a primary
problem of alcoholism or chemical dependency.

C. Each assigned inmate will be physically and mentally stable and
determined by the Department to be able to complete the treatment
program.

D. Assigned inmates will not need detoxification or other primary care
services, emergency medical care, or hospitalization for medical or
psychological conditions
