Description of Phase I Clients:

•        An incarcerated offender, classified as a minimum custody inmate, with 6
to 20 months remaining until his projected release date.

•        This inmate will have been determined to have a primary problem of
alcoholism or chemical dependency/abuse.

•        This inmate will be physically and mentally stable, determined by the
Department of Corrections along with Evergreen Rehabilitation Center Clinical
Department, to be able to complete the treatment program.

•        This inmate is not in need of detoxification or other primary care services,
emergency medical care, or hospitalization for medical or psychological
conditions.

•        This person is generally unaware or has a limited insight as to the
powerlessness and un-manageability in relationship to his addiction or
relationship to substances.  He does not identify the need for external support or
begin to build trust in external sources of support.

•        He has little or limited ability to become honest and open minded.  He
relates his continued legal conflicts with social or personal victimization while
minimizing his actions and their relation to the consequences.

A phase I client will be overly suspicious of the system, the staff and other
clients.  This is mostly due to the constant inquiries about his past and the
encouragement to share his feeling with others, which is in conflict with his
normal survival behavior.  He is usually resistive to treatment or the concept of
treatment.
