In 1995 Evergreen Rehabilitation Center started treatment and exclusively served the
Department of Corrections and their target population. Improvements in security
included the 5.39 acres of unfenced property with a newly built recreation building
with a medical office and a full basketball court and volleyball court.

In 1996 Evergreen Rehabilitation Center  added area with weight training equipment,
a library, canteen, and two gazebos. Later that year, Robeson Community College
furnished, and has maintained,  satellite computer class in the center, with banks of
computers for continuing adult education and general education equivalence classes..   

In 1997 a big screen television and stereo system was added and the choir was fully
furnished with musical instruments.

In 1998 The center became computerized with a network of ten computers
(<$20,000.00) using the Therascribe Mental Health ($5,000.00)documentation system.  
The employees were trained in the Offender Population Unification System and the
computers are all set up for reporting directly to DOC, DOP and DACDP as well.

In 2003 the compound has matured into a state of the art treatment center with an
emergency generator system ($135,000.00). The generator system assures that the
automated cameras and microwave parameter remain on line at all times.  The
automated camera system records movement of staff and clients then archives the
information for three months.  The microwave parameter allows the center to
maintain security from inside and outside intrusions.  

In 2003 the population increased from 80 to 95 with added staff and utilities.

In 2004 a computerized underground septic treatment plant($125,000.00)was built that
treats the water coming out of the system in an environmental way.  The FAST
system uses a “Fixed Activated Sludge Treatment” process to treat and denitrify
wastewater. The FAST process is a three zone design which consists of a primary
anaerobic settling zone an aerobic biological treatment zone and a leach system. The
FAST unit is located below the ground surface except for the air blower portion which
is elevated about 2 feet above ground level.

Evergreen Rehabilitation Center believes that cross training of all Evergreen
Rehabilitation Center employees and contract workers is essential. Security staff
along with clerical, dietary, maintenance, grounds and other staff are trained in the
basic philosophy and treatment elements of recovery. Likewise, treatment personnel
appreciate the absolute need for discipline and order as well as the purpose of the
Department of Corrections. A multi-disciplinary team of professionals plan and assist
in the treatment process for each client.  This team consists of a Certified Substance
Abuse Counselor supervised by a Certified Clinical Supervisor, a Licenced Practical
Nurse supervised by a Medical Doctor certified by American Society of Addiction
Medicine, a Captain of Security supervised by a Operations Chief certified in Law
Enforcement, and a Department of Corrections Trained Case manager.  Each member
of the team meets individually with the client to conduct an interview, review the
client's test results, and review the questionnaire that the client completes. After the
client is seen by each team member, the team meets without the client to discuss the
findings and review the treatment plan that includes individualized goals and
objectives. Each of the members of the treatment team are trained to record progress
in the OPUS system.  This training has taken many years and speaks to the
accountability that the Center had exhibited over the past ten years.
